the last page. Leave it to the State to change all logic and rules!
This is one of the reasons that filling out the report has been so confusing

you to set the order of the pages in the State recommended data entry
order. This benefit allows you to move more quickly through the process
of entering data in a timely manner. This view can also be switched
as the user desires between page number order and suggested data entry
order.
